The word "Cinematic" in your post gives me a sense of trepidation.

Cinematic as in Rome, Open City ? Cinematic as in Singin' in the Rain ?

The best camera to start with is quite likely to be what you have already. Do you have a camera that can shoot video? If not, what is your budget?

Getting the sound right is perhaps more important than getting the picture right.

A large part of movie making is Project Management.

It's not the camera that is, to use a much overused term, "cinematic", it's how you set it up, shoot, and grade the footage.

You can create so called cinematic footage with any camera.:-|

Please stipulate your budget!

Look at the Blackmagic Pocket cameras.

Bear in mind that the camera is only one component in the "cinematic" aesthetic, your lighting kit, and post production workflow are larger factors than a hybrid photo/video mirrorless camera vs. a cinema camera.

75% of Act of Valor was shot on a Canon 5D MK II with the stock firmware, and it was the lighting, and post production workflow that allowed it to be cut together with Super 35mm film, and an F950 cinema camera.

When people say "film like" or "cinematic," I think they really just mean large dynamic range so that there aren't blown-out highlights, and a lossless codec so there aren't burnt-in compression artifacts. Is that what you meant by "cinematic"? If not, please explain in detail what you mean by "cinematic."
