It is in family Odontomyia. There are over 20 described species in Australia.

This is the second time I have seen one in 20 years.

I wanted to learn more about the life cycle, so I sent some photos to the Queensland museum in Brisbane. They sent me a link to this page https://www.mdfrc.org.au/BugGuide/display.asp?type=5&class=17&subclass=&Order=7&family=259&couplet=0

Now I understand why I haven't seen more of them.
