Here are two pics of the Harbor Town lighthouse  on Hilton Head Island using the cameras night mode.

I see a bit of motion blur, which is what the Topaz Sharpen AI model selected, below. Not unexpected at 1/10 second. Samsung saves JPEG at Quality 97 (high) but 2x2 chroma subsampling (bad). Most compact and ILC cameras save at 2x1 chroma, while most Raw processors save at 1x1 (no chroma subsampling).

For a phone camera photo - it is amazing... and I doubt many folks are going to pixel peep to see the motion blur... well done photo on a well done phone.

Topaz Sharpen takes out the noise, but I don't like the purple fringe on left of the Dewan Bandaraya building.
