I have indeed, but Canon's cripple hammer striked again in the left out IBIS...I would like to film some clips, and that's kind of a deal breaker.

Unless I'm wrong, and the IS built in the lenses is sufficient...

Lens IS is sufficient depending on the lens. Older EF/EF-S lenses will have hunting focus and the IS in the lens can be too noisy for video. I have the EF-S 17-55mm and EF-S 15-85mm and both are terrible for shooting video.  Any older, or even newer, USM AF EF/EF-S lens could be the same.  Nearly all STM stabilized lenses will work well for video as would all stabilized RF lenses.

If I were going to have just one camera it would have to be FF.  The low light noise benefits of FF over APS-C are substantial as is the bokeh (background blur) one can get.  If I had to choose between the R and R7 being at similar price points it would be a tough choice.  In the end, I think the R is what I would choose.  I have owned the R for two years now and it is a solid camera.  It does so many things very well and the latest firmware update really enhanced its AF ability which is why I finally bought it.  IBIS is a very nice feature but lens IS makes this not so much an issue unless you plan to shoot a lot with unstabilized prime lenses.  IBIS can enhance lens IS but only by say taking a 5-6 stop IS lens and making it one stop better.  The improvement doesn't mean all that much in the overwhelming majority of shooting situations.

IMO, the R is more than sufficient for shooting children and even sports to a certain degree.  Its not going to rattle off 20-30 fps but in normal situations, shooting at this fps is just massive overkill.  As for video, the R shoots 4K with a substantial crop but I have the EF-S 10-18mm and have found it works perfectly on the R for 4k video.  There are some very nice fairly affordable RF lenses like the upcoming RF 15-30mm that would work very well on the R for stills and video shooting.  For your situation the RF 24-240mm would be a perfect one lens solution for you to start with.  I have this lens and absolutely love using it.  The focal range is fantastic and allows one to capture so many good shots that would be missed if lens changes had to be made to get the right focal length.

With the above said, I don't think you can go wrong with the R, R7 or R10.  I would not disregard the R10 in your decision process.  It doesn't have IBIS but this isn't a deal breaker if you plan to rely heavily on stabilized lenses.  As you mentioned in another response, IBIS is mostly good for using unstabilized lenses.  When using stabilized lenses its usefulness is greatly diminished.  For this reason, I would look hard at it as a possible replacement for your 700D.  Plus, the R10 saves you $500 over the R7 and $600 over the R.

Features are always a game of give and take. The R10 doesn't give you IBIS but you do get the same AF system that is in Canon's top R system camera, the R3, which is also the same AF in the R7. It blows away the AF in its APS-C competitors at any price point. Then it also has the ability to shoot 15 fps with mechanical shutter and 23 fps with the electronic shutter. I am not aware of any camera at its price point that does this. Add these two together and it makes the R10 one very capable camera at a sub $1k price. If I had to choose IBIS or the R10's AF and frame rate it is an easy choice. Canon can keep the IBIS.

I would take R7 - AF is great and it is a new camera. You can use it also later when your toddler starts to run faster. I do not know any benefits of FF cameras for toddler photography.

I've thought about that; when she starts to run, the AF of the R7 is going to prove invaluable.

Don't forget that the R7 and R10 share the same AF system.

P.S. Your EF-S 18-55 f3.5-5.6 IS STM lens will work just fine for video. I have it myself. It's a good lens, and excellent for the job. All reports are that the older Canon lenses work as well or better on the Canon mirrorless cameras as on the SLRs, so I would not hesitate at all using it with any of the Canon APS-C mirrorless cameras.

(But as I wrote before, it's much better on APS-C than on full frame.  Get the R7 or R10.  Did I mention that the R7 and R10 will give you fabulous child pictures with the lenses that you have?  Or just about any other pictures, for that matter.

When mine got to age four, the new thing became 1) suddenly yelling, “Daddy!” before 2) running towards the camera in a zig-zag line, just like in the DPReview test videos!

A sure sign that you need to spend more time together.  That game will soon change.  In the mean time, your wife can take the picture.  Make sure the camera is something that she can and will use.  If she's not a photographer, that means absolute simplicity.  If she is a photographer, that means absolute simplicity.

Due to much hard work and good luck before starting our family, and specific choices afterwards, we are fortunate to be able to spend as much time as we want with our kid, and sometimes more time than our kid would prefer. Certainly this is not an option for many. In todays' world, it may escape the imagination of some. But it must take specific life experience to be so thoroughly prescriptive about family dynamics, when replying to a stranger who is talking about autofocus.

Let's just say it was an educated guess.  About 18 years of education.

I wish I had made more time for my kids as they grew up. They are now in uni and I have no idea where their young years went, it flew by so quickly. Hope the camera brings you many great memories.

We have jus three children and five grandchildren - at the moment. I did work with toddlers and schoolchildren - and adults. for some decades.

I did not see any prescription of family dynamics in this discussion. Perhaps I just did not see it. At the moment I think that I do not want to think of any family dynamics.  I just spent a day with two grandchildren on the long Tulliniemi beach and they climbed some trees. I think they had fun.

Some kids run zig zag and some do not.

All guesses of family dynamics are usually nonsense. But I do recommend a camera with fast autofocus - usually normal children start to move fast to some directions . Very likely  sometimes to some direction you could not predict. Some children hate cameras and want to look as stupid as possible....

A good camera and good nerves help. Sometimes.
