Low light video capability canon 250d (sl3) or 90d

Want to record some 1080p videos with the same low light situation as seen in the picture, likely along with the sigma 18-35mm f1.8 lens and a slightly blurred background. Camera will always be on a tripod. Are these cameras capable enough of capturing this low light video without noticeable noise?

This picture was captured with eos 6d f/4, 1/30, iso 2000 but it's a full frame and I'm worried that the crop frame won't be as decent. Your advice is highly appreciated guys!

That's tough to know, since the amount of noise exhibited would depend a lot on the light.  All I can say is that these newer Canon crop DSLR and mirrorless cameras are much improved over the past generations.  I commonly take still pictures over ISO6400 and they look fine to me, but I don't pixel peek them either.  I also take some video but haven't tested them in low light.  You might want to read about camera sensor noise and the availability of light and you would see what I would mean.
