Are step up and step down rings the same?

Looking to pair with a ND filter.

With step down rings you run the risk of vignetting. How much all depends on the design of your lens and how much you want to step down.

No they are not the same. Step up allows fitting a filter that is larger than the size of the lens front thread. Step down is to fit a smaller filter.

Thanks, that clears that up. I will be buying a ND filter for my biggest diameter lens.

The step-rings should always be listed with the lens thread first, so 52mm on the lens to a 62mm filter is a "step-up".  A 62mm lens to 52mm filter is a "step-down".
