As I read it, the exemption pertains to the 8-stop max effect.

The other RF lenses referenced in the text will also be supported in terms of IBIS + OIS in-tandem stabilization, just not up to 8-stops.

The way it reads is that "In-body IS up to 8 Stops" is not supported on some really pricey lenses. The default statement is "up to 8 stops" for all of them. The default statement doesn't imply you get 8 stops anyway, so what exactly is "not supported" on that list of lenses. Coordinated IS?  If you only get 5 stops, that is covered by saying "up to 8 stops".  It would be very different if they said "8 stops", but they said "up to 8 stops".  That is some very muddy wording.

When R5 and R6 were released, new firmware versions were also provided for most RF lenses (at least for those with IS). I understand (and the release notes confirm) that these firmware versions are required for proper co-operation of lens IS and camera IBIS. 
First thing I did when I got my R5 was to make sure that all my RF lenses had their latest firmware installed (which took less than an hour for a few lenses).

That the IBIS will complement the ILIS, instead of being largely disabled like it is when using EF IS lenses.

Those CIPA stabilization numbers need to be taken with a pound of salt.  They are only about a postcard viewed at normal viewing distance, and they subject the camera and lens to all axes of shake, where real photography often only has significant pitch/yaw shake.  For 100% pixel views, they predict very little about pixel-level stability.

Yes, adding more stabilization without coordination is not at all like adding more rocks to a bag hanging from a tripod.
