I think that someone should publish a notice that by using that hashtag they agree to pay that person a royalty of $10 per image per year.   Then send the museum an invoice for every photo that the museum tags.   Then watch the museum make the claim that such notices are not legally binding.

No, using a hashtag could not give a company royalty-free rights to your photos unless you signed a contract saying that when you use a hashtag, you are thereby granting that right.

More generally, in American contract law, one person unilaterally declaring that some second person taking some specific action thereby gives the first person some right is utterly ineffective.
