The first listing says it is bulk packaging “white Box”. These are products normally intended to be sold as a kit and do not have full retail packaging, just a “white box”. I bought one of these for my X-H1 and it was just over half the normal retail price. It came with caps, lens hood and documentation as you’d expect and normal guarantee period.

Hard to say, hindsight is 20/20 🤷🏻‍♂️. The extra wide angle is attractive to some, but yes the power zoom is not to everyone's liking. I do see a used one in Kerrisdale Camera's (Vancouver) website for $399. It will come with a warranty and return policy. Again I'm not affiliated with them in any way, but have dealt with them numerous times over the years. I would recommend calling them and asking about that lens.
