Has Canon ever added EOS M* features with a firmware update?

Outside of the original EOS M autofocus update in 2013 (shout out to folks that picked up this camera before the update),

Has there ever been a significant firmware update to any camera in the EOS M* line?

I can't think of one. I doubt it will start here.

You are correct, though it is not just the EF-M line.  The crop DSLRs are similarly neglected.

M6ii 24p update. Not significant but the internet was loud enough to force Canons hand.

I am not sure that counts when the firmware update was putting something back that Canon had taken away.  Even the original M supported 24p.

No, just the original EOS M update you referenced.

+1 Canon's idea of a firmware update is to release the next model in the series, LOL.

The "firmware update" for the M5 was the M6ii.

The firmware update for the 70D was the 80D.

(The 7Dc did receive a massive firmware update though).
