Difference between first and last option in "Lens Electronic MF"

In [AF 4] menu, "Lens Electronic MF" menu item, the first option is "Disable after One-Shot" while the last is "Disable in AF mode".  What is the difference?  How can you get the manual focus ring to be active "before" tapping the shutter button (in my case)?

I'm using an EOS R with firmware version 1.7.

This gets kinda confusing because it depends on how your buttons are configured.

To get what you asked for, configure the AF-ON button to AF-OFF (yea, I know). Then, when you press and hold the AF-ON button, it will turn off AF and turn on MF with highlighting. If you keep the AF-ON button pressed when you press the shutter button, it will take the picture without auto focusing.

To see a distinction between the 1st and 4th option, configure the shutter button to meter only (no AF) and set the AF-ON button to 'meter and AF'. Now the behavior should be as follows:

1. Allow MF until you press AF-ON

2. Allow MF, then when you press AF-ON, it auto-focus and turns on highlight

3. Same as 2 but magnified

4. No MF until you press AF-ON, then it behaves like 2.

I'm going to go back and confirm this again. I'll update my post if it needs correction.

I should point out that I have an RP, but the menu options appear to be the same.
