Samsung 20mm f2.8 lens not focusing properly

Hi all,

I've recently bought this lens and so far it's behaving very strangely. First of all, the image quality seems very bad for some reason. I've compared it with the 16-50 3.5-5.6 at the same focal length and aperture and the prime is visibly worse. Even in broad daylight, the images it produces look as if they were taken at very high ISO with a lot of NR applied, and I know for sure that was not the case. (NR is disabled, and the image was taken at ISO 100).

The second problem seems even more strange. The autofocus works just fine, but it seems to be missing its target. I don't understand how it is possible for a contrast detect focus system to miss focus. To make matters worse, manual focus does not work at all. If I enable manual focus in camera, rotating the ring on the lens seems to produce no effect at all. I've tried this on an NX1000 and NX300 and it just does not work. All my other lenses focus manually in a normal way.

Does anybody have any idea what could be wrong with the lens?
