Slow to format cards

Both my old A6000 and my current A6400 always format SD cards at a fairly slow rate ... much slower than my Canon or Nikon cameras.

The speed is about what my other cameras will do when performing a low level format, but much slower than a standard format.

Do these cameras default to a low level format when formatting a card?  I have never found any setting for formatting, so I wonder if that's what's happening.

I haven't ever had the time to confirm it, but given the comments people have made about being unable to use undelete/recovery programs after a format - I'm fairly certain the cameras are firing a large TRIM/ERASE/DISCARD command at the card when formatting.

This prevents the wear leveller from running out of pre-erased sectors to write to, improving write performance.

Based on what I see I am inclined to answer, yes. In general photos from many Sony formatted cards can not be recovered due to full format.

I format in camera (A6300) and that takes about 12 seconds (guess). i always double format ...

My a6400 fully formats a SanDisk Extreme PRO 128GB card, which is labeled to have a speed of 170MB/s, in 10 to 11 seconds.

Just as slow to format the A9 or A7R3, so it is not an 6xxx-only series phenomenon.
