I bought a 16-35/4LIS two years ago and love it. I shoot landscapes and small real estate projects with it and it delivers nice images. I don't need F2.8 for those images and saved the money. Funny, all my other lenses are F1.2, 1.4 and 2.8 but it's important to know what you need and prioritizing. If it's mainly used on a tripod, the one stop won't really matter but the IS gains you multiple stops.

Option 4: 16-35 f/4L IS + Rokinon 24 f/1.4

IMHO f/4+IS is far more useful than f/2.8 in a 16-35 zoom.

As for astro, f/2.8 is still on the slow side. I'd much rather shoot astro at f/1.4. If you want a wider FoV for some shots, shoot vertically and stitch.
