Zoom Lens with Front Focus (Wide) and Back Focus (Tele) problems

I have an EF-S 17-55mm f/2.8 lens with a 50D body. I can only set one micro adjust value per lens.

If I calibrate at 55mm (-7), then the 17mm has serious front focus, over 1 meter at 3 meters distance.

If I calibrate at 17mm (+4), then the 55mm has a serious back focus problem, 0.3 meters.

It seems to have gotten worse over the years. I am able to get very sharp photos if I use live view and manual focus, so I don't think it is an misaligned element problem.

Is this a camera body problem or a lens problem?

I assume one or both of them needs to go back to Canon for repairs.

Is this problem solved on newer Canon bodies where you can micro adjust both extremes of a zoom lens?
