Able to see video on camera but file is not on SD card

Well, the file structure of Panny is not much better, but after it supports MP4, MP4 files are saved inside the same place as RAW/jpg inside DCIM and having the same file sequence number... slightly simpler than that of Sony specially when AVCHD would be faded out?

A screenshot of the SD card from a Panny camera as below:

Folders boxed in RED basically can be ignored, no practical use. If not shoot in AVCHD, only the DCIM folder would be used.

There are two hurdles.

First you have to know to look in the correct folder, per Guy's diagram above, also this post

Second, I have seen that Windows Exporer in Windows 10 doesn't show media files for which you have no codec.

I have not installed the codec for Panny's RAW file (FastStone handles it well), but the RW2 files are listed inside Windows Explorer (Windows 10) as below:

Interesting.

I have friend, budding photographer, and she strugles greatly because her Windows 10 box will not show Panasonic RW2 files on the SD cards.

I have read that this is a common problem.

I plugged the SD cards into my Mac, and the RW2 files are present and readable.

Perhaps the difference is the presence of FastStone on your system.

If not full file names, including extension and system file been set to display, it might hide up a lot of files unknown to it on default. Every new Windows on my computer I shall customize it as much as I can back to the Windows 95 operation.

I do it because I hated to have mysterious files on my computer.

Without the right codec, AFAIK Windows can't open the file. Under Windows Explorer, I set FastStone to open RW2 file and therefore click in the file I shall have launched FastStone instead.

However like any files on Windows, it is able to show the file if it is there. Says, rename a file extension from .jpg to .000, the file will be shown in the Explorer but when click on it, Explorer will ask how to open it.

This is one reason I like my Macs. All files are shown directly, except for hidden files and those comprising a "bundle", and even these can be shown.

The fundamental operating system is UNIX, not OSX or  MacOS; if I have any concerns I open a Unix command window with a BASH shell, and then I have detailed and comprehensive access and control. UNIX rocks!!
