assuming these were hand held, i'm curious to know if the problem persists if the camera is mounted on a tripod?

Tripod or no tripod, the quality of the bokeh depends essentially on the nature of the background. At a certain distance in the background, a brick wall will look ugly. A different background might give a different result.

For the kind of purpose that I'm using the M.Zuiko 40-150 mm F/2,8, I just love its bokeh:
