Got proof for that? Maybe people say it because it has some truth to it? I went from a t2i to a 6d and the iq is better at every iso. Certainly more noticeable at high iso, but is true at all of them.

I did too, and I also think that there is more to the quality of FF versus crop, it just has a better look, though I can't pull any scientific analysis out of my butt to back that up. Maybe it's just the bigger pixels.

To the OP, i Had the 15-85 and the 17-55 both at the same time for different uses. I found I used the 15-85 much more, especially for travel, and used the 17-55 for indoor shooting. Both are very good, and easy to sell if you need to.
