Some have stated that they don't see a reason for IS on shorter focal lengths because of the 1/focal length thing.  Others might be steadier than me, but I have found with through experimentation with the 17-40mm f4l that images only get sharper up to about 1/250th.  Further, I have found IS extremely useful when I want to shoot at f11 handheld in low light.   The 24mm f2.8 IS and 35mm f2 IS have proven to me that IS can be invaluable on fast wide angle primes.  Sometimes you get stuck at f2 and 1/10th.  Fast primes are easier to compose with in low light.
