Why can't I get my Cannon 28mm/f1.8 lens to the lowest aperature?

Hi there!!

I was very excited to get my new lens for my Canon 70D camera, the 28mm, f1.8.  However, Im having problems using the maximum aperture.  When in manual mode, the aperture is fixed at 2.5 (when I try to change it says "Lock".  When I change to AV (aperture priority), I can set the aperture to 1.8, but I am unable to meter to 0, instead the camera sets to -3.  I tried changing the ISO, but this changes nothing.  Please help!

Sounds like the 'Lock Switch' is on.
