Upgrade Body or One Lens?

Hi there

I have a 650D with 501.8, 18-55 non is kit, 55-250 is.

I have saved a bit of cash and have two options...

Buy a 70D and a Sigma 17-50 2.8 lens

or

Buy a 70-300L lens and stick with the 650D and kit.

I shoot stills no video. Horse riding (showjumping), nature, landscape, general walk-around. I know both lenses would suit my needs and eventually will get both but for my first upgrade now I need to choose body and lens or just lens.

Is there something the 650D doesn't do well? How's the AF for your needs, that is probably a small step forward on a 70D. Is there a third option, keep what you have and use the money to take a trip and shoot more?

Low light performance would be improved a little hopefully and 19 focus points would help. Just for sports it feels the 650D lacks a little in the focusing department. Perhaps that would be better with better lenses tho...? Weather sealing would be good too,
