Before I do anything, the red pilot light is on, on the flash. The left green light is on the 603ii.

When I half press nothing changes.

When I fully press, the green light on the 603ii changes to red. No change on the flash.

Same exact scenario with the 603.

Are rf602 version 1 turned on? Constant green light on rf603 ii means it's searching for a receiver device AFAIK. It sounds silly but maybe the channels are wrongly set because the described setup has to work if everything is working properly.

Is yn560 iii blinking on the front with red light?

Both version 1 and version 2 were on, and the same green light on each was lit. I have everything set to 0000 channels. Maybe I should try another channel on all and see if something happens.

The red light on the 560 was solid.

I tried all on 1234 channel and still the same. This is crazy. I've been looking on youtube, every other place I can find, and what you have told me to try is what everyone else says. I guess it's time to send the triggers, or the flash, or both back. I really wanted to use it off camera as well as on camera.

Indeed, the flash wireless receiver might be broken. Can you, as one last shot, try to configure it the way it works in camera hotshoe and then put it in one of the rf603 version 1 and try triggering it with rf603 ii off /on camera. If this works it's definitely the flag receiver.

Wait, when you say left light on rf603 ii do you mean left when you look from behind (PC round connector is facing you)? It should be right light when trigger is in TX mode (and it should only be green when half pressing then red when fully pressing). It should work this way even without any slaves, I just tried this.

When the 603ii is in the hotshoe of the camera, and I'm looking at the back of the camera, the left green light is on after I turn it on. (the round end of the 603 is pointing over my lens). The light stays green when I half press the button, then turns red when I fully press it. Acts the same whether on or off the camera.

I tried what you suggested above, and it didn't work.

Since I've never seen the blue light come on under the pilot on the flash, maybe it is the receiver in the flash that is not working?

Here is one more piece of information. The flash when off camera, will fire when set to slave mode if I use my pop up flash on my camera to trigger it.

Does that tell you anything new??

On slave the flash detects light not wifi, so that is normal behaviour 
From everything that has been put here.. it sounds like you have a defective 560III. These are a cheap flash, I've not had a defective one but I've had different colour back lights and other slight oddities. 
That seems to be the only other option at this point. 
assuming the trigger is being set into the camera correctly and the contacts are touching, the Channels are set correctly, the Flash is set to 603, and Trigger is set to TRX mode, it should fire. Being has you have used two different triggers this leaves the flash as the culprit.

Light on the rf603ii should really be on the right if it is set to TX (not TRX). And it should be active only when half pressing and fully pressing the shutter or a button on rf603ii. Then again it is quite possible that you have malfunctioning unit and should return it (yn560).

Ok guys. I got a new flash. Same problem. I am at a total loss. Here is a summary of what I've done.

I got the Yongnuo 560iii flash, and the RF--603CII trigger.

I believe I have everything set correctly, and cannot get the flash to fire off camera. I have never seen the blue light come on the flash (which I believe means it's receiving?)

I have both trigger and flash set to same channel.

I have the mode on the flash set to M, and rx

I have made sure the flash receiver is set to RF603.

I have tried the trigger in both tx, and trx, on and off my camera. Neither triggers the flash.

The flash will fire when in my camera hot shoe, but not with the trigger.

All batteries are new.

This is the second 560iii I've purchased. I sent the first one back thinking it's receiver must not be working.

Any thoughts on what could possibly be wrong. I've exhausted every site and you tube video, and can't seem to find the answer.

If not, is there another flash and trigger system you would recommend for my NX20, without spending $500 on the samsung flash? I don't mind it not being TTL.

Like I already said, the light on the rf603ii should be on the right side looking from rear and it should be on only while half pressing (green) and fully pressing (red). light is on the left side only for receiver.
Please check if it works correctly by finding someone with a Nikon to test your old transceivers in its hot shoe. If you can find noone, go to a shop and ask nicely to try. If it works like this, you have faulty rf603ii and you probably returned working flash...

1 just sitting there, 2 half press master, 3 full press master, 4 half press slave, 5 full press slave, 6 side view

Sorry about low quality and barely visible green light due to cellphone photo, but it shows how it should work. Slave follows master, master ignores slave commands.

The right light on mine does not light in any case. But the right lights don't come on with the RF603n either. That's why I kept thinking it was the flash receiver, because what are the odds I got 3 triggers that aren't working? (one 603Cii, and two 603n)

Only way for rf603n version 1 to become transmitter is to put it in a Nikon hotshoe. Or that surgery that I linked before, so find a nikon and test.

You did say that. Unfortunatley, no camera stores anywhere near where I live. I don't know many photographers, so no access to a Nikon. I buy everything online.  I'm sending all the triggers back, and ordering a new 603cII. Unless there is another version that you think would work better.

One more question. When I order the new RF-603ii, does it matter if I get the 603nii or the 603cii for the Samsung NX20? The one I'm sending back is the canon one.

I have canon version and it works ok for me (it's pair of rf603c ii in the photos). AFAIK, only differences are flash wakeup and remote trigger cable you get (there are 3 canon and 3 Nikon different cables)

Edit : but I also have a canon and a Nikon so

I would suggest buying this. I have a miserable life with the transmitters for the last year on the Samsung nx300, Nx30, GNX . I use a lot of flash in my work and could not get a reliable source of trigger . This unit works right across the range and is great with the YN 560 III. It is also reasonably priced and you won't lose. I must have spent 120 £ on useless triggers . Good luck
