Hoya CPL - rotate ring and oil?

Hiya,

I just got a HOYA PRO1 CPL 67mm.

I have noticed that it has a rotating ring. (on the half part where the thread to screw on the lens is)
what is that for?

also there came out something that looks like oil from the middle, that has now stained the external part of the filter

It is so that you can rotate the filter to achieve the desired effect.

That'll be the lubricant used to ensure smooth rotation

Check my latest threat on olypus talk about XZ-1 with Hoya PL-CR filter also. Gives some ides i suppose...
