How to do video capture?

Years ago I bought an external Plextor video capture card and used it successfully with my laptop. Now I am running Windows 7 Ultimate 64 bit on a new Dell laptop and can't get the card or software to work. I am not sure what the current state of video capture is. Can anyone recommend an external card or is there some other way to do that? I am trying to capture old family VHS tapes and turn them into CDs and DVDs. I use Paint Shop Pro photo X3 and Photoshop Elements 9 for my still work. Thanks.

Video capture?

Video capture? Wow, that brings back memories... BAD memories

Today, everything (almost) is captured to a memory card so Video capture is no longer required. Now you just copy from the memory card to computer hard disk.

IF you are trying to capture from a DV (or HDV) tape, the best way to do that is over Firewire, and the software is usually your NLE.

All my computers have firewire builtin (so I need no additional hardware), but you can get Firewire 400 and 800 addin cards for very little money.

Sorry, didn't see the bit about capturing from VHS tapes.
