The rangefinder wheel lets the camera detect focus movement and (optionally) auto-magnify the EVF. The M10 and M11 series cameras can do this too. Don't yet know what the RF window is for. Update: Jono Slack says there's a red self-timer blinking light behind this window.Looking at the photos here on DPR I wonder why it still has the small second rangefinder window AND the rangefinder focusing lever in the body behind the lens???
