Absolutely you can, and I do, it works fine ...... the only issue I have is the text/application size now I'm using a 4K screen is too small (but that's another issue) ........

Yes, I have the original CD, it wouldn’t install at first, Adobe helped me get it installed and it worked fine. However, I eventually moved on to the Adobe PS photographer plan and like it a lot. But PS 6 will work on Windows 11.

Yes. The beauty of Windows is each iteration maintains compatibility with old programs. I have Office 2007 which still works perfectly with Windows 11. I also use the Polaroid dust and scratch removal program from 2002. The ability to use old cheap or even freely available programs is one reason why I will never switch to Apple.

You can change the settings for PS CS6 on a Windows 11 PC/laptop. If you go to properties after marking the PS icon, there should be a few boxes to check/uncheck that will eventually lead to the tools and type being displayed at 200%. Sorry, can´t eyplain it more precise at the moment, but I found a way on my Windows 11 laptop.

smallegret already has the solution from another post:

+1

And yet OS-enforced program obsolescence is somehow viewed as a feature by... those other people. 😜

Sometimes I look at posts from people I've placed on my IGNORE list. When I do, I'm quickly reminded of why I chose to ignore them in the first place.
