How to count EFFECTIVE number of pixels in a photo

Is there a SW tool there that can scan a photo and advise to how many mega-pixels to scale down while keeping all the details intact?

Most of my photos are taken with A7R3 at 4000 ISO or higher in low light. The effective image resolution is reduced by denoising and there is no need to keep the original 42Mp image size.

So, is there an objective and scientific way to estimate how many pixels is actually needed? I can do a manual try and error, but it's subjective and time consuming.
