Hi Ned,

It looks like they used one of the Insta360 cameras which produces this sort of image right from the get go. I see them used for social-media shoots quite often. The speed-ramping is handled by the software in post ( I think the Insta360 software has this ability ) and people tend to shoot at a higher frame-rate if slow-motion is important. Check out the Insta360 demos and reviews on YouTube to get an idea of the image this camera produces.
