This is a new lens that is going to be released with the R8. The R8 has the same form as the RP and Canon is making the RF 24-50mm its kit lens option. This lens on the R8 makes for a very small, lightweight package and better suites its size. The RF 24-105mm STM is seen as an affordable, small, lightweight kit lens for larger bodies like the R, R6 and R5. The RF 24-50mm STM can also be purchased on its own.
This can be meant as a vlogging cam as well, like the Nikon Z30 (APS-C) or Sony A7C. Maybe even a slap in the face of Sony as the A7C is more expensive, although having IBIS which the R8 has not.
But f/6.3 @ 50mm is rather dark.
The usefulness of IBIS dissipates when using lenses with IS. A lot of videographers don't like using IBIS because it creates a warping effect at the edges and corners of the frame. Especially regarding Canon cameras.
The trend with Canon made RF lenses is that they are darker, in general. Even some of the RF L lenses are this way. The tradeoff is they are small, lightweight and have very good IQ when there is enough light. Also, the newer sensors perform well at higher ISOs and processing software can work miracles in removing noise so this helps when using these newer, darker lenses.
