How so? The IBIS already is locked if lens IS is turned off. So what would be so difficult about keeping it locked if some firmware switch were enabled instead? Six of one, half a dozen of the other, it seems to me. What am I missing?

Yes, the way the firmware is written - so update the firmware.

Your 5Ds and my old 5DS I've found IBIS not very beneficial but fantastic battery life.

My R5 disappointingly runs out of battery just sitting on the shelf with the switch turned off. They should fix that, too.

As someone already pointed out, the camera is still using power even when the switch is turned off. Check to make sure you don't have things like WiFi and BT activated in the menus. The camera never completely turns off unless you remove the battery altogether.
