You're a little off on the conversions, but whether you "need" a 33mm lens depends. If you want to shoot a 33mm and get the full 40mp image, yes you need one.

Sports Finder vs Teleconverter are different modes that do slightly different things. So for a 23mm lens (I have one too), if I understand correctly:

23mm in Sports Finder (1.29x). You get a 30mm @24mp jpeg. You also get a 23mm 40mp raw file, per normal, as though you never used Sports Finder mode.

23mm Teleconverted at (1.4x). You get a 32mm @20mp raw + jpeg.
23mm Teleconverted at (2x). You get a 46mm @ 10mp raw + jpeg.

So a 23mm can be "used as" a FF equivalent 35, 50, or 70mm (roughly) "zoom lens" with these modes, with resulting loss of pixels for the TC modes. In either case you get a compositional aide.

Now, whether using a different focal length changes the physics of the images, I don't know. I'd leave that to smarter people than me.

If I had to guess, I would think that perspective does not change, because you're still standing in the same exact spot no matter which crop you use. But distortion is different between lenses. So if you try to use an ultra wide-angle lens cropped to a normal, the image would probably be different than if you used an entirely different lens.
