Anyone care to speculate why this seems to be the case? I wouldn't think there was a technical limit on mirrorless that makes ultrawide zooms more difficult to design than for DSLRs.

The two upscale EF-S lenses Canon offered (EF-S 17-55mm and EF-S 15-85mm) were not big sellers so I doubt Canon will offer similar lenses in the RF-S mount for this reason alone.  Also, higher end RF-S lenses will take away from FF RF lens sales.  So considering these two negatives I don't think there will be any high end RF-S lenses.  Also, as time passes, smartphones are continuing to nibble away at MFT, P&S and APS-C camera sales.  As a case in point, I just bought a M200 in December and an S23 Ultra in February.  The S23 Ultra pretty much replaced the M200 for my use case.  I think as time passes ILC makers will be down to selling only FF cameras due to the continual growth of smartphone capabilities.  This is another reason why Canon might not invest in higher end RF-S lenses.
