How so? The IBIS already is locked if lens IS is turned off. So what would be so difficult about keeping it locked if some firmware switch were enabled instead? Six of one, half a dozen of the other, it seems to me. What am I missing?

If the IS is on does the IBIS have to run? If so then they cannot be decoupled.

Without knowing how those subsystems interoperate and potentially have reliance on other systems it's difficult to say.

If we take the premise that it is very simply to achieve then why do we think it isn't except for the reason above?
