It's exactly the same what I think.

None of vendors that offer IBIS+IS solution does not allow the systems to run separately (one disabled). There must be some technical reason for that, that probably is not quite obvious. If IS lens is able to work with body without IBIS then it should be able to work with IBIS body with IBIS disabled. But seems it's not that easy.

I think only Panasonic and Olympus allows you to set ibis and ois independently
