It's also to prevent someone else from filing for patents on the same thing and thereby preventing Canon from utilizing it, even if they invented it first (most of the world is first-to-file, not first-to-invent).

It's possible to file a patent disclosure, disclosing the same thing but not seeking a patent on it.  That, however, discloses the technology and allows other people to start building on it -- possibly filing further patents that build on it -- without receiving any protection.

It's anybody's guess what Canon will ultimately do, and quite possible that they have not made any kind of ultimate decision themselves.  Not that such a decision would really be final, anyway.
