As to which lenses will come next, that's not certain. But these statements make it clear that something will.

I don't think those statements make it clear at all "that something will."

They certainly don't make it clear that Canon's negotiation intention is to make 3rd party lenses happen.

What we can be sure of is that Canon intends to protect their IPs...or they wouldn't have filed the copyrights and patents in the first place. So, we can be pretty sure that whatever negotiations they're doing, one goal is certainly to keep those fences in place.

Making third-party lenses actually happen can't be presumed a Canon goal.
