As literally every other FF MILC system shows, it's not. Canon could bring in more users and revenue by charging licenses for 3rd party glass.

That's a very simplified way to look at it.  Each company has their own business priorities and strategies and we as outsiders can only speculate what those are.   My guess is that Sony is continuing their mission to aggressively pursue and maintain a leadership market share position with MILC's.  Nikon on the other hand is in survivor mode and is figuring out how to increase adoption of their Z system.   Canon seems to be relying on a sole sourced lens strategy to preserve their current and future profitability given that they are playing in an extremely competitive market with a rapidly eroding customer base.  Only time will tell which company has the best and most successful approach.   Also, each company will modify their strategies if they find that their actual sales performance and industry status is greatly different than what they had planned for.
