Not an RP owner, but the minimum shutter speed that I set in the C.Fn2: Exposure menu is always respected in M, Av, Fv and Tv modes.  If I'm in Av mode, with Auto ISO the camera will set ISO 100 until the shutter speed drops to the faster of 1/(focal length) or my minimum shutter speed, then progressively raise the ISO as the light drops until it reaches the maximum allowable that I've set. After that, if my minimum shutter speed is greater than 1/(focal length) it will progressively underexpose, or the shutter speed will drop with the light level to my minimum and then it will underexpose.
