At 1/60 that is very possible.  It could result from the OIS also.  Run some test , first with MS and OIS on, then with OIS off.  Repeat with EFC and repeat with ES.

EFC does have an impact on the image but that usually doesn't show up until about 1/1000. However, the impact of EFC is related to the bokeh and with an F4 wide angle I'm not sure one would notice it.
