Coming from 7D, 7D2, and 5D4 I found a similar situation with my new R7.  I had two flash shots that came out with ISO 6400 when on Auto ISO and I wasn't sure how that happened.  I finally figured it out - on the other 3 cameras turning a flash on would switch the ISO to 400 by default.  On the R7 it does not set the ISO to any specific value when a flash is turned on, rather it uses what ever is needed for the background to get correct exposure without the flash.  On the R7 you have to explicitly set the ISO to the value you want for the flash exposure.  Just something new to remember and old habits to break.
