Being Canadian myself, and having shopped used gear over the years in various stores in several provinces, and being an X-T3 user myself (great camera), I would say the prices are a bit on the high side, especially since you'll be paying tax on top. In the private market a used X-T3 plus 16-80 would probably be a good $300-400 less with no tax. Not sure which store you're looking at, but I would at least negotiate a warranty with it, or an extra battery and memory cards, or a lower price. They have lots of wiggle room, as trade in values are usually around 50% of the used selling price.
I think the X-T3 is a good choice. No camera is perfect, but its out-of-camera jpegs are excellent. I usually shoot jpeg or jpeg + raw (Fine + Raw), and use a few customized film simulation recipes to get as close as possible to an out-of-camera image. The dials and buttons are very customizable as well, allowing many options as you learn your camera and shooting style. The AF performance is a good step up from the previous-gen bodies. The EVF is significantly better than the smaller, lower-res vf's on the X-T30ii and similar cameras. The touchscreen has a been very useful tool for me; while I don't use if for Af, I have one half of it set up as a second D-Pad, so more custom functions are available with one swipe of my thumb. The WR is nice to have as well.

I'm not very good at haggling - but I hear what you are saying. I have just discovered (since my first writing) the MPB used camera website which is located in the USA. They have a number of body only X-T3 in stock. I would need to anticipate paying duty and shipping on top of the camera price. I could then look at purchasing a lens separately.
Lot's to think about for sure.
