Does the R7 Crop factor Outdo the R6ii's Low-light and ISO Ability

Hello

I use a R7 with the RF 100-500 f4.5-7.1 for birding. Usually shooting hand-held at around 250mm (400mm equivalent with crop). (Shaky arms come with age!!!!)

I want to get a R6ii with a RF 100-400 f5.6-8 as companion's camera. Can't afford a second RF 100-500!!!

When shooting the R7 at 250mm (400mm equivalent) on the RF 100-500 the maximum f-stop is f5. This is 1.3 stops less than f8 for 400mm on the RF 100-400 using a FF camera.

If I tried to bump up the RF 100-400 with a 1.4TC then the maximum focal length equivalent would be 560mm at f11 ..... and this is now two full stops worse than the R7's combo of f5.6 at the same 560mm.

My questions are.

1) Will the extra f-stops (1.3 f-stops for 400mm and 2 stops for 560mm)  on the R6ii with RF 100-400 defeat any low-light and ISO advantage it has over the R7's RF 100-500 at  the equivalent FOV? ... and

2. What about sharpness and IQ in the above scenarios?
