The R5 could handle flash sync at 1/60, but perhaps canon doesn't want to deal with all the people complaining about a blurred ambient component in the images.

A shorter maximum exposure time for e-shutter is a pure marketing "antifeature" with no technical basis, whatsoever.  When you shoot in bulb mode at 10 minutes with a DSLR, there is always an electronic shutter hiding under the mechanical curtains.
