That much was true from the very beginning. There are already features that only work with RF lenses. That's not a matter of "contrivance," that's a matter of progress.

yes but Canon might design some features that only work with RF lenses - could be some form of advanced in-camera focus stacking etc - ie features deliberately designed to add value to RF lens ownership but offer nothing to EF lens users.

They might do, but more likely to innovate rather than out of malice. If you have a great new idea and innovative feature do you not produce it as you know it will not work with legacy products? Of course not.

I'm not suggesting anything would be done out of "malice" but rather developments deliberately designed to make RF lenses more attractive and to give EF lens owners some incentive to switch 'up' to RF

I am sure you are not, but plenty imply that which I always find odd. Often it is such a lot of work to retain backwards compatibility that it is not worth it or even possible.
