If it is true that the 30p is 14-bit like you suggested, then it stands to reason that the shutter will roll at least 15-20% slower. We normally don't see the slower roll at 14 bits because it is usually hidden by a mechanical 2nd curtain and rolls slowly in the dark, limiting maximum burst speed perhaps, but not causing rolling shutter artifacts that are obvious.

One of these days I am going to have to go through all the movie modes on my cameras and measure the rolling shutter speeds. Rolling shutter is usually not all that obvious in video because you can't stare at one momentary one-frame distortion, but it is always changing and getting lost in the succession of frames with the eyes jumping around in the scene. The rolling shutter should actually be faster in "skipped lines" video modes, but that brings on more aliasing. Crop mode should always be faster, too; AOTBE, the less vertical sensor height an image or video frame uses, the faster the roll through that frame.
