I have had the 17 TS-E for 12 years.  The 24mm sounds more appropriate for your needs and it is easier to compose with.  I just have a love of the ultrawide view lenses.  I have actually forced myself this past year to use it with the EF 1.4x III more often and I am enjoying the 24mm focal length as well.

The 24 TS-E II is significantly better than the original.  The 17 TS-E with 1.4x is better than the original, but not as good as the II.

If you intend to use tilt the II allows more flexibility in combination with shift.

I will also point out that there is also the 15mm f4.5 Shift and 20mm Shift from Laowa.
