Doing a basic reset or full reset through Shooting Menu 1 wasn't enough, but it turns out there is a hard factory reset in the hidden menu, and that solved it. I can now select any image quality option I want! The hard factory reset wiped out everything, including the language selection, which the full reset in the menu wasn't doing, so it clearly is an even more thorough reset.
In case anyone needs to do it on their camera: with the camera off, hold the MENU button and power the camera on. Once it's on, immediately release the MENU button, then push it again. Go down to the settings menu, then into the LCD settings, then press the INFO and OK buttons together. This takes you into the first display of the hidden menu. Now just hold MENU and OK together for several seconds, and eventually it will say "RESET OK" and prompt you to "PUSH OK" for the reset, and then instruct you to switch the power off afterwards.
