Perhaps it's naïve of me in this day and age, but if I can't use the "Sunny 16" rule and get an optimal result on a bog standard landscape shot in bright daylight, then the "S" in "ISO" is not useful to me. If I have to "overexpose" by a whole stop, the system is broken as far as I'm concerned.

Using the 'Sunny 16' rule presumes that we have an adequate ISO value, as shutter speed is 1/ISO with the 'Sunny 16' rule.

But, more relevant is to expose for the capabilities of the sensor. Making best use of the sensor is essential to make best use of SNR (Signal Noise Ratio) or DR (Dynamic Range).

So, we would ideally expose that significant highlights are exposed close to sensor saturation. Exposing below optimum would reduce SNR (Signal Noise Ratio) by 41% for each stop while DR would decrease one EV for each stop below saturation.

Modern sensors may allow for good SNR and DR even with less than optimal exposure, but exposing below optimal would cancel any advantage of sensor size.
