Electronic design of battery charger

I have Neewer TT-LPE6 battery charger with 3 Neewer LB-E6NH batteries.

I use batteries in my Canon R5 and everything works as expected.

However, the charger exhibits unusual behavior: if it isn't plugged in to the USB cable and I put in battery in it that still has some charge the LCD indicator on the charger turns on. So essentially battery is powering the charger if it makes any sense. For contrast, when I put OEM Canon battery in Canon charger that is not plugged in the LED indicator on the charger is not blinking.

In one of the online reviews of this or another 3rd party charger I read that this signifies electronic design of the charger is not very good but I don't remember any more details.

Can someone with the better knowledge of electronics explain what this symptom indicated and why this is a bad thing?
