No, it doesn’t benefit the user.

So what is the purpose? I am assuming that these type of systems don't allow access to RAW ADC data (just an assumption), for example those used in automotive which is more my world may be slanting my thoughts and our cameras may work differently.

The noise reduction applied pre raw saving can’t be removed. So if you need the information, there’s nothing you can do.

That makes sense but I assume quite a lot is done to the data anyway. From above I could be off track here.

At the same time, you can apply the same noise reduction in post to other cameras and have better measured DR.

So if we apply some NR as you mention to say the RAW from an R5 and from a Sony A1, we would see improvement from Sony but not from Canon?

You'd have more freedom to fine-tune the sony file.

So you’re not gaining anything that you couldn’t achieve in post, but you’re losing the possibility to adjust it to your needs.

I'd say yes. Canon could skip the noise reduction baked in, and the raw converters could do that step in post easily. But then we'd still have graphics saying that the canon is still behind in DR.

And where this kind of approach to marketing really annoys me is when the information isn't disclosed and actually affects the final image.

If you see the Electronic Shutter mode, the DR is quite low. We're losing 2 stops in DR, from 11.5 to 9.5 stops. That's old 6D levels. But canon won't inform the user that this happens. So, many users will be happily shooting in silent mode, thinking they're getting the best image possible, but will end up with lower DR.
